The Outage page should include the ability to create, search, update, and delete Outages, based on User Roles defined in STANDARDS.md.
An Outage includes a Start Date, Start Time, End Date, End Time, Minutes, and "Planned" vs "Unplanned" Type indicator.
All dates and times are assumed to be America/New_York.
End Date & Time should always be chronologically after Start Date & Time.
Minutes should be automatically calculated upon Save.
Save should warn users if a new Outage overlaps with one already in the system, and ask them to Go Back or Continue.
